Very limited issue An applicant must meet a very strict set of qualifications for the state to grant a permit. Discretionary-reasonable issue The state and/or local issuing authority has wide discretionary power allowing them to issue or reject a permit. 2 - Alaska allows concealed carrying of firearms without a permit but issues permits to those who want them, allowing them to benefit from reciprocity laws in other states.
